Dont wait too long on fcc license modification to narrow ban
Hello:
Just finished submitting the changes to the FCC on the Universal License System for wide band to narrow band modification of a license and thought some might want to know what i found for info.
Was told they had a back log of 90 days so changes would not show up till then.
In other words if anyone files the modification say a month before Jan 2013 dead line for narrow band on their license it most likely wont get aproved in time due to the back log.
Also the fcc is having us add the narrow band emission to the already wide band emission code and leaving both emissions on the license so you have time to switch .
FCC person told me that there was no ruling on coming back to the license in 2013 when narrow band is in effect to delete the wide band emission code from the license .
So we are assuming unless otherwise told diferent that the FCC will delete the wide band emission code at that time or at renewal of license.
Also since the license is being modified from wide to narrow band emission only there is no filing fee and you would type a letter reqeusting FCC filing fee be exempted per fcc fee exempt ruling 1.1116a and attach it to the application being modified and submitted. ( Mention this ruling in the letter)
Id type it up on the computer and save it in your documents first then when you click on add attachment on the FCC ULS page you can add it then and submit it along electronicly through the computer to the fcc through the uls .
You must change all emission designators on the license which would be both the repeater rx and tx freqs and mobiles tx freqs ect.
Your license will show any and all emission designator codes that youd have to change.
You cant just change one of them and have all changed .
If your simplex then youd have just the one emission code to change on mobile and one on a fixed base or control point if you had one ect.
For example if you have a repeater with the mobiles also having talk around then youd more than likely have three emission designators to change.
On the FCC ULS youd double click on each one and then double click on the next boxes 1 and go down on page and click add designator and then go back up to freq 2 and double click on it and next box shows 2 then double click on it and change its code and then do the next freq it might show on that page ect.
FCC said i needed to go through all pages in order as shown and answer qestions then click next page in order till i got to the emissions page to be able to do this.
I did and it submitted and returned a application file number that i could check later in the uls system to see its status pending ect.
You will need your license FRN number and your password to get the license from fcc on computer for modification.
If you dont have a password then you can reqeust password be reset to get access.
The FRN number will be on the fcc license you have and its not the file number its the FRN number.
If you run into complications you may call 1-877-480-3201 ext 2 in the USA and they will prompt you through it .

I filed an online NB emission mod just a few months ago, and it was approved and in the mail within 6 hours. As far as I could tell, it was almost totally automated. So I am wondering why the sudden backlog. It really appeared that they were ready and able to deal with large volume emission changes.
I do understand that all the slackers are now getting on the ball, but if the FCC did automate much of their processing of NB only mods, a backlog of 90 days seems, well, odd.
I will be interested to hear how quickly your mod actually gets processed. You can check the progress via ULS.

Also, there is an option to add bulk emission changes in the online application. No need to enter each fx line by hand.

OP, WTF are you talking about? I just filed for new emissions masks (11K2F3E) on 3 licenses on the 18th. They were accepted and granted on the 19th. License status is granted. Not pending.

Everything on the ULS is quik and right into there system. even if the system is bogged down it is still in the computer. i think the FCC would allow a grace for issues on there end

I did one through APCO and it took a while to process. Probably due to the review for no fee processing for non profits. Ive see it go both way quick and slow.

Just as a point of information, effective 4-19-2012 all T-band licenses are now exempt from narrow banding.

Im not sure why the fcc personel on the phone said a back log of 90 days.
But she did say that.
I see after filing my emission changes the 24th that it now shows up in the uls as pending the following day the 25th which it didnt yesterday.
So ill check it later and see if its granted later in the day.
I did file the exempt fee attachment and as mentioned above maybe thats part of the delay if one really happens.

No, it took awhile because you went through APCO. Hope you didn't pay them. Your license, if properly filed for to begin with, already reflects its held by a government organization and thus exempt from filing fees.n3obl wrote:I did one through APCO and it took a while to process. Narrowbanding a license = log in to ULS, answer some basic questions, add the emissions designator to each location and hit submit.

Lots of fire depts and ems services in PA are non profit agencies that are providing a service. There are some that are part of the governmental arm thereby can list themselves as a government entity.

I still want to know where we are going to relocate to in 9 years,
I do not think M has any plans for a 700mhz Minitor pager and NFPA required simplex talk around for fireground operations does not exist on LTE.
I want no part of the Cell companys building out and operating our public safety systems, they can not keep their existing systems running under adverse conditions.
We narrowbanded around 2002 to comply with the deadline that was moved, now those who waited till the last minute do not have to do it at all.
Time to write your congressmen, cannot see how NYC supports this. The FCC has become the Feds cash cow and we are being sold up the river.
On the bright side the old MSF5000's I have sitting around are now worth something LOL

Did you apply for the fee exemption on behalf of a business or agency that would otherwise pay FCC fees? I suspect the fee exemption may be the holdup as long as your mod is only to add 11K emissions to an existing license with no other changes.Satelite wrote:Hello :

All the 11K mods I have filed have been on behalf of governmental agencies so the fee exemption is part and parcel of the mod and not a separate document.
That may be the issue. If so, others may want to take note and hustle with your mods.
I'd be interested to hear from anyone who files a mod application now for a governmental agency where the fee exemption is not an issue.

I filed a business license amendment on 4/16 with the fee exemption attachment and it has been "offlined for attachment review" and sitting in queue since 4/17. I don't doubt there is a major backlog once you get "offlined". I am not sweating it because, once you have filed before the deadline, you are legal. It can get messy if your application bounces for some reason but, other than that, you are all set.Satelite wrote:Hello :

Wish I has an answer but I do not even know where they plan to relocate our PS system to. And with the fee exemption attachment included with the change from wide to narrow band = maybe thats why its pending yet as mentioned as a posibility above.

The frequency cordinators as well as NYC backed the D Block as if it was the holy grail without hardly a peep about the give back.
Anyone know how to start the fight when at least 1 of the major players (NYC) does not seem to care.

As of 5-1-12 still pending but did recieve a letter from fcc acknowledging reciept of modifications application i did through the fcc uls .

Update on the 90 day back log fcc told me of for modifying license from wide band to narrow band emission.
Did the mod on the license through the fcc uls system a day before 4-25-12 and sat pending till 6-11-12 at which time license was granted.
So took not quite 1 1/2 months for them as a back log.
