Why is professional radio able to scan the band

Why is professional radio able to scan the band

hi everyone, i have some qustion about scan. If a radio subscriber is able to scan all the frequencies within its band then it's used to find out and store some wanted frequencies(conventional and non-secure) anytime. I remember some non-professional radio subscribers have such scan functionality. My question is why a professional radio(just like xts,apx) is not able do the such thing?

Because that is not what a professional radio is for. A PMR service radio is for connecting to the services for which it has been provisioned - no more, no less. People who set up PMR systems do not want users connecting to just any service, only the services for which that user is authorized. Likewise, people who set up PMR systems do not want just anybody connecting to their service, but only the users they have authorized. Letting a subscriber unit have the sort of scanning features you describe would only cause trouble, as users would be trying to access systems they are not authorized to use, and getting their radios rendered inoperable.

If you want a scanner, get a scanner.

Thank you Wowbagger, your explanation is so clear. People who set up PMR systems can not prevent unautorized subscriber listening their audio because of scanner, but actually they don't hope so.
Surprisedly, anyone can listen New york city police radio system by internet, they never want to stop it?

actually scanners in NY are illegal without a permit.

Not to mention that it's things like this that WILL cause agencies to seriously consider moving to encrypted systems. Instant access to law enforcement traffic via streaming audio will be the number-one killer of the scanner hobby.

Enough on this subject though, lets not let this thread get de-railed.
