MTR3000 Low Speed Data Input Not Working

Greetings,
I have an MTR3000 repeater that I am trying to set up so it only encodes PL when it receives a signal so I can connect it to IRLP via a control station. I am using an Arcom RC-210 controller. I have wired a ComSpec SS64 to PIN 13 on the rear DB25 connector of the MTR3000, and am providing max output from the SS64. The PTT in line of the SS64 is tied to the CTCSS encode out line on the RC-210. The encoder generates a clean sine wave only when receiving a signal, so that part is working fine.
The problem is that the MTR3000 will not pass the externally generated PL.
I have tried setting the "DISABLE REPEAT PATH" check box in CPS, but that doesn't work.
Can someone tell me where I am going wrong?

1) Why are you sending max output from the SS64 instead of the 750Hz the manual calls for?

2) Is the station programmed for flat or filtered TX?

The station will need to be programmed for disabled repeat path for the MRTI connector to work, so you have that part set up properly.

Please clarify question 1 : what should the input level at pin 13 be? PL deviation should be 750 Hz, correct? I am not getting any PL deviation at this time, so I cant set it.
The station is set for filtered TX. Is that correct?

Yes, 750Hz of PL is correct for the comspec encoder. Try setting the TX to flat, I am sure you'll find your PL when you do
