How does DES OTA module work ? Can you still load the key through keyloader ? Do you need a base station or special instrument to do the OTA ?

It's actually OTAR - Over-the-air-rekeying.
Yes you can still load key's with a standard keyloader but OTAR is for organizations with large fleets of radio's and used where it would be impractical to load each radio with new "key's" manually.
