FL 01/90 indicates the control head can't talk to the radio. I would suggest configuring the radio in a single-head configuration first, make that work, and then worry about the second head. You may have both heads assigned to the same ID, or you may need to resynchronize the head. You may also have power issues to the radio deck.

I'm thinking that the dc power supply isn't giving enough power to the heads .

As long as the unit is not transmitting, it should require less than 3A to run the deck and both heads.

The heads being powered by the same DC power source?
You mentioned an AC to DC converter for the control heads. You should power the radio and heads from the same source.
