UHF Trunking Channel assignment question

Hello,
I am curius on how this is set up. For example on this system : http://www.radioreference.com/apps/db/?sid=1219
How would you determine what would be put into the channel assignment?
Also, Why does UHF trunking have this and 800 Mhz does not?
