I just got this charger from a local shop on a trade. All LEDS flash in sequence upon power up- I'm pretty certain that's normal. But when a battery is inserted, it just flashes red like it's a bad battery. Every charger slot does it. My batteries are good enough that they'll charge in other chargers just fine.

Any ideas what's wrong? If it's an easy fix I'll just do it. Getting hold of the shop is a pain when you work nights...

Sounds like you're getting a good self check. Are the other chargers also Rapid chargers ? (Trickle chargers will charge batteries often well beyond what a rapid charger will tolerate). Also is it's possible you're actually seeing a yellow flasing light rather than red ? If that were the case
the charger is waiting for the battery to come to room temperature and standing by before the charge begins. As a caution that charger is pretty dated and uses the Astec power supplies which sometimes fail pretty dramatically when they get older, I had one fill the room with smoke
in short order and was fortunately nearby to pull the plug.

That is normal for that charger if a fully charged battery is inserted, it will flash red. Try it with a battery that is slightly discharged.

I tried a slightly discharged battery. Same results.

Someone PMed me saying to check the jumper on the power supply. I did, but no change.

I ended up returning to the shop and swapping it. He just threw it in the junk pile.
