Manages the engineering, design, acquisition, implementation, and operation of the major telecommunications services supporting an agency.

Measures system traffic characteristics, quality of service, and equipment utilization for systems and system components.

Acts as contracting officers representative (COTR) in performing analytic and evaluative duties in connection with the planning, scheduling, acquisition, installation, integration, modification, and testing of telecommunications systems equipment and commercial services.

Develops operating, reporting, and service procedures for the telecommunications program.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level with experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

Specialized experience directly related to this position should be documented in the Work History section of the online application. Show percentage of time performing these duties if work involved a variety of different duties, i.e., where only a portion of the work experience would be creditable for this position.

OTHER INFORMATION:

This position is located in a detached Forest Service field site and reports to the ASC-CIO. The Chief Information Office (CIO) staff develops policies, plans, standards, guidelines and procedures for the efficient and economical delivery of information resources in support of the Forest Service mission. CIO works closely with agency program leadership to help leverage information assets, including information technology, applications, and data to meet business needs. CIO facilitates the Forest Service information resources governance through a Capital Planning and Investment Control (CPIC) process in accordance with applicable laws, rules and regulations, and sound business principles. Through the Chief Technology Office (CTO), CIO provides commercial information technology services in the areas of computer hardware, software and data, as well as radio, voice, video and data telecommunications. Customer service and performance accountability for these services is monitored by the ticket management system as governed by the Enterprise Operations Center. This position is located in the Communications Line of Service through the Chief Technology Office in the USDA Forest Service. This organization is responsible for delivering enterprise-wide infrastructure services to customers in order to support mission delivery. The primary focus of this position is the successful deployment and use of technology, tools, processes and customer services for Land Mobile Radio systems management. Incumbent serves as the CIO Radio Liaison to Forest Service Law Enforcement and Investigations (LEI) with primary management responsibilities for supporting Law Enforcement with Land Mobile Radio (LMR) requirements. This position is Nation-wide in scope and reports directly to the CIO Radio Program Manager. This position is classified as critical-sensitive with Top Secret Access and requires satisfactory clearance by the Department's Security Officer. Incumbent is required to support All Risk Incidents and may be required to be on call 24/7. Incumbent stands duty as the CIO Duty Officer as required.
