OTAR with APX & XTS5k

Question is my APXs are vote scan and are able to OTAR on my main conv scan channel. My 5k's are not VS just scan and they are unable to OTAR on the main conv scan channel. On the 5ks I can go to the individual repeater channel and it OTARs no worries. The personalities are the same on the main scan channel and repeater channels (Except for scan list). I was told that OTAR might not work in the scan mode with the data packs and loss of frames. Any one know if that is true because my APXs will OTAR while scanning.

I've found that all the P25 data services, including OTAR, are unreliable when scanning. Vote scan, where all the channels in the bank carry the same traffic, is more reliable than regular scan in this regard, but it still doesn't work 100% of the time.
