is there any device out there that can emulate a dry pair over a wan connection or internet?

Several voip/roip products; JPS/Raytheon NXU-2A is one; and a few others I've looked at. I'm not at my regular computer so don't have my bookmarks. I'll update when I get back in pocket.

Define dry pair. Do you mean a switch closure like E&M signaling? The NXU a great suggestion. It has two AUX I/O ports. Taking AUX0 in low at one end will send AUX0 out low at the other end of the link. If you do not use the NXU to carry voice traffic or to control a radio, you can also use the COR and PTT as an AUX I/O. That gives you the option to configure and condition the COR input for active high or low with adjustable delays. Active COR always becomes PTT low at the other end.

The Remote Rig Commercial RRC versions with 2-wire and 4-wire interfaces are mainly used for remote control of commercial radio systems which was designed for leased 2 or 4 wire lines.

The Remote Rig RRC-1258MkII system passes the control head data and audio to/from the radio.

would be used to connect a spectra tac rx site to the comparator.

and i do realize that there would be delay in using them with a voting system and would have to incorp a set at the other rx deck
