Ok, I called Motorola tech because I need a tone controller for a project. I'm looking at the L3276 tone remote adaptor.
When I mentioned I needed more than 8channels he informed me that I would need the CDM1550-LS+ for channel steering.
Is that correct or is he only reading his teleprompter and really has no clue? or is the CDM1550-LS+ better than the vanilla CDM1250 for channel steering?

VHF system with non-std tone/channel line-up in the C200 and T5600 remotes.

Answer: He has no clue; or at least, his teleprompter has no clue.

CDM1250 will do channel steering, up to 16 channels, or 15 channels with monitor, or.. It's in the manual for the L3276 Tone Remote Adapter.
