Shops that use the CPS password, are usually shops that are one among many others, and they do not like giving their customers an alternate source for programming and service.
You can always return to that shop and request they deprogram the CPS password feature, or at least give you the 'secret' code. It is your property, and locking up your ability to take the radio elsewhere is just bad business.
They actually have no right to password protect your property UNLESS you specifically request they do so, otherwise, they should never have selected that option in the first place.
If the shop gets gutsy and refuses your request, you can always inform them that if you walk out without satisfaction, your next stop is the courthouse, they will change their minds, then you should find a more reputable shop to do business with if it requires that level of involvment to get satisfaction.
