Saber I with Mystery Board installed - Need help identifing

I have a Saber I that wasn't putting out any audio from speaker and only works with a speaker
mike, so I opened the radio and saw that it didn't have a speaker inside, but instead had a small
PC board with wires going around the side to the back of the radio.
I'm real curious as to what the board could be for. It has a wire going to the man down button.
I thought it might be an aftermarket encryption board, but when I press the man-down button,
the transmit audio is not effected at all.
Below are pictures of the board. It looks like is from the early 90's based on the IC chips. Most
of the IC's have Motorola markings.



If anyone can let me know what this board was for, I would appreciate it!
