CDM1250/GM360 - Scanning Squelch Threshold Help

Is there a way to adjust the "scanning" squelch threshold ie. the level at which the squelch opens when scanning....which is different than just setting the squelch level using the Global Tuner.
I have a VHF CDM where the squelch opens on a slightly weaker signal when scanning than it does when NOT scanning.
With most of my other Moto stuff, the scanning squelch threshold is slightly HIGHER (or about the same) as the squelch level when not scanning ie. you need a slightly stronger signal to open the squelch when scanning.
The effect of the scanning squelch threshold being lower than the "non-scanning" squelch theshold is that the scan stops on a weak signal BUT as soon as it stops, the "non-scanning" squelch threshold is applied which is set higher..so the squelch immediately closes and the scanning starts again...and then stops again on the same weak signal..then starts again when the squelch closes etc etc.
With some of my other radios, such as Icoms, there is a "secret" CPS/RSS menu where you can adjust the scan SQ threshold, hystersesis levels and other things. So is there a way you can adjust the scanning squelch threshold? How is it done in the factory?
Maybe its a firmware issues? I'm also thinking that the scanning squelch threshold is probably based on a OFFSET value based on the "master" squelch setting in the Global Tuner. So when you adjust the Global Tuner squelch, the scanning squelch threshold also changes in line but offset by a +/- value. Any thoughts?
Other than the scanning squelch threshold issue the radio is working very well and is very sensitive...better than my other CDM which is 4 years newer and came brand new in the box...so variable RX sensitivity still exists with newer Moto radios...they are still within the "worst case" official spec figures...but its still the luck of the draw whether you get a really sensitive CDM .
