New battery won't stop charging

I just bought a $16.95 Chinese 1200Mah replacement battery for an old MTS2000 off of eBay. When it arrived, I placed it on the charger, and it went green after about 2 minutes. I put it on the radio, and had it turned on to a fire dispatch channel which didn't talk much, and was surprised that it started bleeping low battery after only 5 hours of intermittent receive only use.
So, I placed it on the charger, and awoke the next day to see it was still steady red. About 20 minutes later, I was actually looking at it as the red light changed to green. Well, came back 30 minutes later and it was back to red again. I know not to expect too much for $16.95, but is this battery in danger or exploding or melting on me? It wasn't even warm to the touch, but something must not be right. It is a Ni-Cd battery and I am using a NTN7209A charger which charges all my XTS3000 batteries without any issues.
