Batboard

I've recently pick up 5 xtva for the 3k and 5k xts for an decent price. Already reset the micro processor by jumping pins 1 to 10 and 21 to 23. On start up all i see is the tx and rx both single orange flash, and rx red when transmiting and receiving.
What would cause them not to charge and what should I look into testing to figure it out?
