XTL2500 - How do these power on when bench testing?

I just received a surplus of XTL2500's and have never had one in my hands before. They came from a police department I sell radios for. I know they are in perfect working order but I need to power these up to make sure. I simply want to test them powered up with my Astron power supply. I can connect any other radio to that but I haven't figured out how to do a simple power up with my power supply and this type of radio.
This model has the simple black and red typical connector on the back. On the front there is a 25 pin connector, then a round red plug and after that there are 2 round blue plugs. I have the face plate connected to the radio with one blue plug. I have power connected to the back of the radio via my power supply and also have the correct power cable for this model radio. Everything is connected, power turned on, and no results. What am I missing here to power these up?? The faceplate is connected, power is introduced, and no results so far. Hope someone can help me out. Thank you for any help in advance!!
