Batboard

I have an XTS3000 VHF H09KDC9PW5BN model-1 with P25. I am having trouble getting the scan set. I set the personalities to scan list-1, set the scan list with the channels I want and the middle button as scan toggle on-off, but it won't scan. Am I missing a step? Also when I press the scan button it beeps but nothing else; no flashing light (maybe it doesn't do that like some others). Thanks for any help
