HT 1250 power on problem

I have a HT1250 with several power on problems:
Switch radio on and nothing happens.
Have switch off and remove and install battery and radio beeps and display shows for 1 second and radio goes dead.
Remove battery and switch radio on and install battery and radio will operate normal. When switch radio off, the light for display stays on and display is blank.
Radio was made in 2008 and not used until now.

Replace the bad volume/switch control. A known problem....

A new off-on switch did not help. Still have all of the above problems.

Check Q400, the main swb+ transistor, to see if it is leaking / not switching correctly.

I have noted that some of the LS models that have a small 3v lithium wall clock battery, when that battery
goes bad this can happen and noted that after removing this battery and returning it that the radio would
power up, but eventually not power up again requiring a new battery to be installed. Battery is a Seiko MS621.
Battery is on the PCB and in a holder covered with a semi clear silicon cover.
