When using DMRdecode on a Capacity Plus system and a radio turns on,you see some date when the radio affiliates.
Is there a way to see the radio ID that logged on ?

Radios don't affiliate to Capacity Plus unless using ARS, so you might not see anything when a radio is turned on. Connect Plus uses forced affiliation however.
