MDC Secondary IDs

Hello All,
Please school me in the MDC Secondary ID feature. I know the primary ID is limited to four characters, but the secondary ID can be longer. I have an FD that we're trying to set up an MDC system with for emergency button activation and general radio transmission ID purposes. We'd like to set it up with at least a six digit number, if not seven which will fit in the secondary ID box. My concern is if that secondary ID is used when an emergency alarm is sent, or if it is used during routine communications. For example, if I set the primary ID to 2501, and the secondary ID to 8361501, which one will the radio actually transmit in both emergency and normal traffic modes? Obviously on the console side I can alias it to whatever I want but that's a PITA for 40 portables and 10 vehicles. The idea is to have the town's ID number (the 25 portion or the 836 portion of the above examples) display on the console so the dispatchers can "quickly" id which town the portable belongs to for the emergency purposes.
