QUANTAR STATION PASSWORD

I am working on an old motorolla trunked system (6809 controller)
The station control module is CLN 6961A04.i bought a new eeprom for the card, the same as the one in the original card but any time i try to load the code plug its prompting me for a password.This station didnt have a password before, thus am wondering why am being propmped for one on the new eeprom.

when i follow the procedure for bypassing the station password as laid out in the RSS manual the RSS is returning the error below.

Error No. 20
possible pc hardware Error
Cannot write to serial port

Am using codeplug version 14

What can i do to make the new EEPROM accept the codeplug.

The customer is installing a new system in september this year and we have to make this work till then.

please help.

Did the EEPROM come from Motorola? What was wrong with the old one?
