??? FCC form filling out for FB2 repeater

Hello:
Im in the process of filling out a fcc form for a fb2 uhf repeater in the 450 to 470 MHz split.
Heres a few qestions I could use some answers to.
First this is a new application for a fb2 repeater pair in the 450 to 470 MHz split .
He is agricultural so its IG category.
The coordinator I spoke with says at analog 12.5 narrow band emission 11ke3 ect that I can request up to 25 miles range per the new regs .
The repeater will be a 40 watt but likely turned down to 25 watts fed through 1/2 inch Andrew heliax cable into a 20 db antennae.
Or at least that's the plan and my question is what would trhe correct erp be for this setup and would the 20db gain antennae be too big as to kill the application per fcc rules for xmit range ?
If so would turning the power down at the repeater to 25 watts make it work per fcc xmitter range of 25 miles or less.
Also need the erp for the mobile at 40 watts thru a 17 foot coax normaly seen on nmo mounts with a 5 db gain antenna for the fcc application.
Also what would the erp be for a FX1 control station at 25 watts and 40 watt thru a mobile magnetic quarter wave ?
Rest of the application looks pretty much straight forward with long and lat in nad83 coordinates and number of mobiles plus portables along with a fx1 control station and will be requesting a talk around freq .
Been years since I filled one out and its sure changed from what I recall.
