Programming to get HT1000 to scan

I cannot get my HT1000 DN to scan. Here is what I have done:
Radio Mode Switch set to "Scan/Ch.Opt Talkaround". When I place the switch in the "C" position the RSS indicates I should be in the "Repeat" mode with "Scan on". However no scanning occurs or at least there is no indication at all from the LED when i push the "select" side button.
Further information: Side button 1 (blue) set to "select". Button 2 set to blank and button 3 to monitor.
In the Scan List, all channels enabled
Scan Type...............non-priority
PL Scan..................enabled
Priority Chan............Chan Selector
Active Chan tone.......enabled
Scan ch lockout.........enabled
Nuisance delete........enabled
all others disabled
In channel Options screens: all disabled.
