I've never had my hands on one of these repeaters, but I'll take a guess at it.

Are you trying to program the repeater as a complete unit?

per the batlabs spectra page, try programming the radios individually, and see if that works.

there is the chance that the particular unit you have requires some type of special software to program.

take some pictures of your unit and upload them here so we can all see what you are talking about

If this is one of the Spectra repeaters in a black case, there is special software for that has to be used.It is DOS. The Software is called Portable Repeater 2. YVN4051 and must be used with Spectra RSS RVN4001

* PORTABLE REPEATER RSS "README.DOC" *
* *
*****************************************************************************
* *
* REVISION HISTORY *
* 1/3/92 V1.00 Original Release *
* 6/27/93 V1.10 Service Aids and Fast Compatibility *
* 5/10/96 V1.2 Pentium compatibility *
* *
* This "read me" document details any useful information that may pertain *
* to this version of Portable Repeater RSS that is not entailed within the *
* current Portable Repeater II RSS manual (68P81075C70). *

SOFTWARE PROGRAMMING PACKAGES:
Programming of the Portable Repeater requires two RSS packages :
Portable Repeater RSS - RVN4115 Version 1.0 only
- YVN4051 Version 1.1 & later
Spectra RSS - RVN4001
Make sure you have both of these packages prior to reprogramming your
repeater.

PR2 RSS INCOMPATIBILITY WITH WINDOWS 95 (tm):
Portable Repeater II RSS has not been tested running in a DOS window under
Windows 95, and is not garaunteed to work correctly in this enviroment.

PR2 RSS INCOMPATIBILITY WITH HIGH SPEED MACHINES-VERSION 1.00 ONLY:
This version of Portable Repeater II RSS may not be compatible with high
speed computers (clock speeds of 33 MHz and faster). If you experience run
time errors or problems running this version of PR2 RSS change the speed
of your computer. This is accomplished (depending on the machine) with the
PC Turbo button or a combination of key presses (i.e. CTRL-ALT-\ keys) -
refer to your PC manual for setting your computer clock speed.

PR2 RSS INCOMPATIBILITY WITH HIGH SPEED MACHINES-VERSION 1.1 ONLY:
This version of Portable Repeater II RSS may not be compatible with very
high speed computers (Pentium class processors). If you experience
checksum errors (FL 03/82 errors) after programming with V1.1 of the
RSS you should upgrade to V1.2 of the RSS.

PRINTING PR2 RSS MODE PARAMETERS:
This version of the PR2 RSS does not support a formal means of printing
repeater-specific parameters from PR2 RSS screens. Spectra RSS allows the
user to print radio-specific parameters - refer to Spectra RSS manual.
However, for a quick hardcopy of the repeater-specific parameters the
"Print Screen" function key is supported and can be used.

PROGRAMMING/READING REPEATER CODEPLUG:
Make sure the repeater has reset completely before reading/programming
codeplug information. The unit reset - "self check" (on power up or read
/program) will last approximately 5 seconds and then the home mode name
will be displayed. If the repeater has not fully reset when attempting
a read/program the Portable Repeater RSS will indicate an "EEPROM Corrupted"
error message because all of the data was not transferred. Repeating the
read/program process again should fix this error.

NOTES ON VERSION 1.1 RELEASE:
Version 1.1 adds two features - (1) Service Aids routines to set certain
repeater parameters and (2) Compatibility with fast PCs (>33 MHZ & 486
processor).

NOTES ON VERSION 1.2 RELEASE:
Version 1.2 corrects a defect in V1.1 which caused checksum errors after
programming on certain very fast PS (Pentium class processors).
