on the rib box there are 2 swicthes - there is an I and XP settings.. anyone know what they are for? can either be used to program or is one of them specifically for flasshing a radio?

I is standard mode power.
XP means 'crystal (xtal) pull' which means that in that mode, the internal clock in the SRIB is turned off or operating at a different frequency than normal for certain operations.
Unless the software or manual tells you otherwise, use the I position.

The reason for this switch to change the clock frequency inside of the smart rib.
Now the reason to do this is the smart rib may generate a signal that a radio under test and alignment might receive. This could cause the person working on the radio to align the radio with this signal instead of the test source.
the smart rib will program and flash radios in either posistion.
