M/N TPN1186B AC Power Supply, but want to power with external 13.8V. Is this possible? Any ideas on how this can be converted? I do not require charging cabability.

The radio runs on 13.8 volts and you should be able to provide high current to the PA and a low current FUSED 13.8 to the rest of the station.
Pin 1 is AUX fused at 10A
Pin 2 is Main fused at 4A
Grounds are pins 3 AND 4

My two bits worth:
As Will says all you have to do is power the station on the same terminals that the PA is connected to. That is where the factory DC connection would go.
The necessary fuses are on the distribution board on the power supply.
If this is a "digital" station you may want to disable the power cutback when on battery.
Normally, the station will drop 3DB in power when on battery.
