Looking for what programmable UHF radios that can be used to work 395-400MHZ FM...

Mobile and Portable.... - Motorola preferred...

The XTS 5000 UHF range 1 is 380 - 470 (a portable).

I think they will be releasing a XTL mobile to cover that range also.
