MSR2000 vhf problems

I have a vhf MSR2K that has problems (possible lightning damage), and to further compound the problem I can't find the manual or the Moto test set. The unit is not TX or RXing. I can see the exciter on my monitor but when I key the unit it goes away. Not making power (obviously) but the PA is getting warm. If I remove the RX input line from the backplane and inject a signal there I get RX. My first thought is the antenna relay. I figured I could come right out of the PA into my wattmeter but I get nothing there either, so that's why I'm not 100% on it being the relay. I seem to have the 9.6 key voltage on the little PA plug- in fact it's there all the time. Power supply seems okay, at least no blown fuses. Of course, if I had the test meter I could tell more about proper voltages in proper places. Short of getting a new meter, any ideas?

UPDATE- have determined PA is working. Unit is staying keyed all the time (expected with the 9.6 volts there all the time) and have good wattage coming directly from PA output port. Pulling the control card makes it unkey. Took another card (unknown whether it is good or not) and it doesn't stay keyed but it doesn't key manually either.
