What is the lowest cost Motorola radio I would need that can be controlled by 4 wire control? I would like to pick mobile units to cover the VHF and UHF bands. The controller will probably be a JPS unit. Currently, I do not need to change channels, but that feature would be nice.

Just about any radio can be tone-remote controlled. The tone-remote interface box (TNA200 or equivalent) converts the 2 or 4 wire control to local (ground, tx audio, rx audio, ptt, monitor, etc) at the radio. It's easy if the radio has an accessory connector with the proper I/O's. It can be a bit of a hassle if it doesn't, but a schematic will get you through it in those cases.

I just noticed you may want to change channels. All the above applies, but the set-up is a little more involved, and you do need a radio that can accept channel steering inputs, such as a GM300, M1225, or CDM series.
