Centracom Elite CIE BPN1022A power supply blowing 10A blade

Rack mounted (in Motorola console 19 in. rack space) BPN1022A power supply for CIE is blowing 10A blade fuse in it. All boards have been swapped that it supplies. Grounding is good. No static charge issues. Possibly related to headset being plugged into headset jack but after examining schematic no obvious explanation for that. Only happens sometimes-just enough to be a pain in the ASTRO. Any input would be greatly appreciated.
