I'm looking to get a Astro 3 in VHF and UHF

I will use it for a scanning radio but it will also be used by someone for ham.

what is a good flash code to have set up for?

I knwo theyd want full dtmf, phone and all that whatever jazz.

I know for me the scanning options are easy.

A lower split UHF will work fine for HAM, but I have seen a high split (450-512) work just fine as well (as I have). I have NEVER seen an Astro without DTMF options. I have seen a basic (ie 0000-000xxx) and it had DTMF and MDC as standard.

I also recommed getting the WIDEband antenna for the VHF version as the split specific antennas really suck. Believe me, I tried. Only backdraw is that it is a little on the long side.

If that is all you are going to do with it, just get an ICOM or something. You will pay oodles less. An astro radio that you are looking for is going to cost around $1500 each, vs $350 with accessories for a ham rig.

I use my Astros for public safety as well as ham and scanning use.

But, if you have the $$$ to spend, its an excellent radio.
