5-tone selective signalling standards offer users flexibility in programming own "user-defined" signalling standards.
What does this translate into - does this mean the radio will handle 5 different signaling standards - like MDC, QCII, GE STAR, etc...? Or is it a European/Foreign standard?

This is an European standard similar in use to MDC signaling.

Hi there from Canada
Like on the GM300 16 ch. etc. the 5 tone
refers to paging. you can have 5 or 6 tone encode or decode use, like used by the local
paging company. The tones are 750 ms
long. Like 2 tone motorola is 1 sec. tone A 150 ms break and 3 sec Tone B etc.
