AVL System implementation

Here's what I am faced with. Being the residential radio geek at my job I have been tasked with researching the costs and equipment required for setting up AVL in my county. I'm not quite sure where to start but I have done some googling and come up with a limited amount of information. With any kind of luck in the process I'll be able to find some grants to help pay for this, since my county is kind of cheap like that.
So if anyone has any information, brochures, pricing on equipment please let me know. This is what we are looking at.
Units for All Police agency vehicles (hoping for some officer safery grants there) Probably in the range of 75 units.
Units for ALS (Paramedic) units for the county. Something around 35 units.
Site equipment for all 5 of our tower sites if needed, and the plug-ins needed for our CAD system. (New World Systems MSP)
