Problems with out of band operation

I have my XTS3000 programmed to operate out of band. I know its programmed correctly and I have also successfully programmed an astro saber to operate out of band on the same channels and it gives me no problems.

However, the xts3000 will key up fine but will not recieve. The recieve frequency is 3 mHz lower than the input. I do not get a FAIL 001, i just get nothing.

To make this more interesting, I can trasmit and recieve on a P25 channel that is further out of band.

Any ideas? I know these things can act up when asked to go out of band and so far thats pretty much all i can attribute this to.
