125 Watt VHF Quantar Question

On a 125 Watt VHF station what is the lowest power setting without getting into spurrious emissions? Just wondering. Looking at the posibility of powering an external 500 watt power amp.

The station is specified as 25 Watt to 125 Watt output power.
