XTS 3000

If I buy a XTS 3000, what do I need to program specific freqs? Can it be done through the key pad?

the XTS is not keypad programmable.

You would need a Radio Interface Box, correct cable, and the correct software. If you have not dealt with programming Motorola radios before, check the primer on batlabs.com for more info: http://www.batlabs.com/newbie.html

Has the computer requirements changed or improved? How expensive is the gear required to do this?

The XTS3000 can be programmed with Windows CPS (Customer Programming Software), which will more or less allow you to use whatever speed computer you desire for the programming.

The latest DOS RSS (Radio Service Software) version 9.05.00 can be used on more modern computers as well, as per Motorola's 486/Pentium Compatibility Matrix. I use it on a Celeron 1.7GHz with no issues at all.

If the radio has been programmed with CPS version 3.00.00 or higher, you can no longer read it with the DOS RSS.
