Using a wrong programming cable will cause this error.
Part number for programming cable is RKN4106 (RS232 cable),RKN4105 (USB cable), USB cable is not compatible with WindowsNT or Windows98. Make sure there is no palmpilot or digital camera running in the background. Make sure to use port one of the pc without gender changer.
Make sure the correct port is selected.
Go to File->Read Device and select USB or COM1...COM2..etc...
Looking for XTS5000 CPS

You have 3 main error codes most people run into with these type radios.
Radio Info is Incorrect <----there is no communication to radio
Error Code: e4000398
Open Radio Failed <----need newer CPS? not 100% on this one
Error Code: a4000309
Radio Failed to Acknowledge <----comport problems or bad prog. cable
Error Code: e4000386
Ok, your error code is e400386, which mean something is wrong with your ComPort setting OR programming cable. The CPS is communicating with the radio, but the CPS is not getting a response from the radio. This tells me that the comport is probably working because it is not giving you error e4000398. I suspect that your programming cable is the problem, but don't completely rule out comport issues. Make sure your programming contacts on radio and programming cable plug are clean. If that is the case, then you might take the programming cable apart and make sure all wires are soldered. A friend of mine bought a HT1250 rib-less cable on ebay didn't work because of an unsoldered wire.
From the ebay pic, the pinout on that cable is correct. Take the programming cable apart where it plugs into the radio, i bet you find a cold solder joint. If no cold solder joint there, take the comport plug apart and look for a cold solder joint.
Best of luck, let us know if you solve your problem...... and get that bad-ass radio programmed! You'll love it!

Sometimes I have this problem, with both aftermarket or original cable; usually switching the radio off and on again cures it, once I had to unplug the cable from the PC and connect it again, then it worked.

Hahhaha, isn't that funny. I had the same problem today for the first time.. I had to reseat the radios programming cable, turn the radio off/on.
These ribless programming cables seem to have more problems then the old RIB setup. Too bad the RIB is slowly being replaced with the ribless cables.
