Virgina STARS systems

Is this going to be a full 9600 or 3600 system? Reading thru some of the stuff, I see both, but nothing really says one or the other.
9600 VHF P25 is what its supposed to be. Some of the first sites may have fall back 3600 baud capability.
At least that's what I found out. I'm after positions there so I may end up on the system when its done in 08.
