My department has a group call capcode for departmental messages. Recently we programmed a bunch of Advisor Elite FLEX pagers with the pocsag cap code and naturally they failed to page. Is there a conversion to determine the FLEX capcode from a pocsag or is the FLEX capcode something randomly issued by the carrier?

POCSAG and FLEX are two different signalling protocols. To put it another way, you're trying to decode IMBE with a VSELP radio by making all the numbers match. It won't work.
You either need to stay POCSAG and look into a pager like the Advisor II (VHF/UHF only) or consider moving everyone to newer service on a FLEX channel.
If you want to get rid of those Advisor Elites, let me know.

Sounds like his paging company sends out a group page to a list of caps. (Both POCSAG and Flex.) He has the list of POCSAG caps, but needs the flex list.
The only way to get that would be:
-Read a pager that has the codes you want
-Get the list from the paging company
-Snag them off the air with programs such as winflex
