Hello,
I am wondering if this is made just for a Specta or is it Tone remote that can be hooked up to one.

The RCH3000 is not a tone remote, it is a digital remite which acts as a fully functional extended control head for the radio. It is compatible with both the Astro Spectra Consolette, and also the MCS2000 Model III.

Oh, and also an iDEN unit...m470 I believe, but know nothing about it.
