Minitor Squelch Level values

Anyone know what the scale represents for the squelch value? Default value is 8 but is that high squelch (won't open until really stront signal) or is it a lower squelch making it more likely to get everything and more likely to false?

8 is loose, 9 is looser and is where I set mine, 10 is open squelch. I have never tested to see how tight it will go
