Where would I be able to find an antenna online and the hardware to install it, or towers? I would like to know the different types

That's kinda broad. You're going to need to be a lot more specific. Also, there is a big difference between finding a dealer and learning about different types.
Tessco and Waltel all have a ton of things to browse.

nmfire10 has a good point. Where do you want to talk/listen? frequency? band? ect.. ect.. from CB to gigahertz -- thats alot of airspace.
You can look around at Diamond, Larsen, Wilson, antennas.

I do not know much about antenna's. I need one in Low Band, 3 in VHF and 1 in UHF. I need to know the different types, etc as well as where to purchase. Mounts are also a neccessity.

be a good idea to post the makes & modles of what you need & you will get more replies on your post.
I guess the Low Band as you call it would be 30-45Mhz? HT or mobile
the same for VHF & UHF ...

it is for an emergency dispatch center and i am not sure what it will be mounted on until i find out the best type of mount.

Well lets put it this way. Unless you are talking about bolting a 10ft mast to the flat roof or side wall of a small building, it is not something you can do youself. You're not going to be able to just buy a tower and toss it up with your antennas on it. Only the most basic and usually not very effective antenna systems can be installed by a simple end user.

There are almost a zillion questions, many of a fairly technical nature,
that you're going to be facing to do this work. You'll hear terms such as
HAAT, gain, feedline losses, transmitter output power, and on and on.
Most or all of this data has to be furnished to the FCC, so you see it's
not a small undertaking, even for a simple system.
As someone said above, the ARRL Antenna Book is a good place to
start for the theory, and you might want to engage a local consultant or
radio shop to do all this tech stuff for you.

I buy TX/RX, They cost a bit more but are rated at 150 mph survival rating
Allied towers build towers to whtever you specify. Again all our towers are rated to 150 mph
All towers and 800meg antennas survived a cat 4, VHF antennas didn't far to well though
