Spectra Option

Does anybody know what this thing is on top of the Spectra radio and how it is used ?

Its got a label with Motorola F2054A on it.

I found the original listing, which has front and back pictures.

I don't have a clue what it is either. I can't find any references to the model number yet. I'm going to guess it's a data modem perhaps? Notice how the ignition sense cable has a connector that mates with that device and there is nine pin d-subs, possibly for computer serial connection on the back.
