Dial-up modem to consolette bunction box?

We have a number of VHF W9 ASTRO spectra digital consolette stations using L3208 junction boxes connected to MC3000 desksets in varous locations.
I was reading through the installation manual for the L3208 Digital Junction Box and noticed that there's a DDN6660A 2-wire dialup modem option. Two phone lines are required, one for audio and one for data, one junction box would be at each end and connect to each other.
It makes sense on a leased line that they would just connect up on their own (like ASTRO modems do), but how does this 'dial-up' modem work in this case? Can you connect two junction boxes together via a good ole POTS circuit, how does it dial out, etc?
Just curious more than anything, I'd like to know if anyone has experience with this...
