We put lots of radios on the side of the console like that. Our DPW and lots of chiefs run that way.

I'm not sure about the size of the PM400, but i've had plans to build a custom replacement piece for the "pocket" section of the console to hold a TK-780 and a TK-880, and possibly a switchbox. I'm going to try to keep the original dimensions of the pocket piece as much as possible. Maybe you could do something similar?

you might not have as much depth there as you need, immediately behind those 2 "pockets" (in front of the cup holders) is some framework and a big ass modular connector with about 40 pins in it. I cut away the pockets from the trim panel and cut a patch out of anodized sheet metal (black) and mounted some 1" gauges there, and there is not THAT much room, much less enough room or space to really securely mount a little brick like a 780 & 880. Unless you are going to remove the forward section of the entire between the seats console and shore it up and connect it REALLY securely, you might find yourself with 2 x80 series radios stickin up a couple of inches there!
(by the way, i mounted mine in the between the seats compartment (after i took out the black shell that is inside it, and remoted the mic connection & hid the speaker - i never have to change the damn channel, so i am lucky)) you might want to consider that area instead.

I haven't measured the 780 we have in our squad truck yet, but I think I have sufficient room to mount the two radios without them sticking out too far from the panel.
Back to Billy's question though, that solution might work for you, especially if you are only talking about a single PM400.

Just for fun, here's the center console in my '98- Low band, VHF, UHF, lights and siren all in one happy location.
Since I also have a bit of a chicken streak, I just picked up a spare insert for a couple of bucks off of eBay.
As a bonus, when I have to long-term park someplace a little scary, it takes all of a minute to pop out the control heads and pop the stock insert back in. Off come the antennas, and it's all pretty low profile.
