whelen strobe power supplies

i have 2 questions about the whelen UPS-690 and UPS-96C.
1. are they basically the same supply just one has commet flash?
2. if i only hook 4 strobe heads up will i get 22.5 watts per head or is a regulated supply and only sends 15 watts per head no matter how many heads are hooked up?

unrelated... most strobe heads i have seen can handle 30 watts... are there any supplies out there that will give out 30 watts per head? is it ok to run that much into a strobe or should you not max out the power you feed them?

I believe the UPS-96C is just an older version. Not sure if it's regulated or not - the UPS-690 definitely is regulated (I run two).

If you want bright, check out the ISP-188. 22.5 watts per outlet. Rather spendy, but they are nice.

There are some other packs out there that will generate more power... but they aren't Whelen, thus I stay away from them.
