Can anyone tell me where on their site I can get info about RSS. I want to legally purchase it for our fire department. How much does it cost and what are the terms of the license agreement

You can't just order it form the site, you need to start an account.
Call 1-800-422-4210 to get started, tell them what you want to do, and the'll steer you in the right direction.
You might want to consider contacting your local shop to ask if there are any state or county pricing in effect for your given area. Motorola can also point you in the direction of your state sales representive, who can further assist you with any pricing your department is elligable for.
