mobile repeater antenna

hey, just 2 quick questions about repeater antennas
1- is it better to tune the antenna to the recieve frequency, transmit frequency, or right in the middle of the two?
2- any suggestions on a good NMO mount antenna for duplex use for UHF for mobile application. i tried an antenex phantom which didnt work well at all and an antennex 1/4 wave which worked a bit better. im thinking a 5/8 wave possibly?

Tune for the transmitter so you don't stress the final amplifier with
a bad SWR match.

The simplest UHF gain antennas are usually made in a 5db gain
configuration due to their relatively short size. The old
Motorola UHF antennas with the NMO mounts can usually be
found at hamfests or on the back shelves at a Motorola Service
Shop.
