I have been searching through the posts, and I have not found anything on this problem.

I have an HT-1000 UHF that will not mute on csq channels, I just hear white noise.

I have been through the RSS several times. I do not think I'm missing any options.

Anyone have any suggestions?

You'll need a service monitor and you'll have to go through the service steps to align the squelch.

I guess if you don't have a service monitor then you could try minimal increments to the squelch settings to see if it disappears
